Stacked bar with line

You can use the built-in Line and stacked column chart in Power BI. Put your dimension (for example State) on the X-axis, put Sales in the column values with Region on the legend so each column stacks by region, and put Target on the line y-axis.

Power BI does not ship a horizontal stacked bar with a line overlay out of the box, so if you specifically need horizontal orientation you would need a custom visual from AppSource. In most sales-vs-target reports the vertical Line and stacked column chart is what people use.

You can use the native column and line combo chart.

You can use Power BI native visual - Line & stacked column chart. There's no native visual that has bar and line chart combine, if this is the requirement to be met then you can use custom visuals like Deneb Custom Visual which is free to use.

Considering the columns you will be using (Region, Sales, Target, State columns), below is the expected output using sample data - 

1. Line & stacked column chart - Non-stacked columns showing all the states by region as legend, preferred approach.

2. Line & stacked column chart - Stacked columns by region, sates as legend which will make the visual clumsy when there are more states.

3. Deneb Custom Visual - If the requirement has to be stacked bar and line chart, you can use Deneb visual.
