Stacked bar chart with legend

I want to make a visual that looks like the one above. So basically it will be by percentage per category so the actual heights of the bars would be equal to each other (since all are 100%) and the only bar that would be different in height is the blue one based on its percentage value.

@RingoSun , You can use 100% stacked bar visual , if that can solve purpose
