Stacked Column Chart secondary legend

I am trying to chart out Shipping cost and would like to display the drawbacks for the Duty & Taxes within the same area of the column chart as the Duty & Tax to better visualize the offset in spend this provided. Is this possible in Power BI and how would I make the below happen.

Current Chart. I would like the Total Value to be the full $3m with the Drawbacks displayed as in the next image.

I think you can create measures and put measures into diagrams;
If you can provide a simple file after removing sensitive information, as well as want the output results to be displayed,It makes it easier to give you a solution.

you may want to consider a different chart type, like for example a waterfall chart.
