Stacked Column Chart: Use Legend as Data Labels

I have an application where I would like the legend of a Stacked Column chart as the labels instead of a count or percentage. Is this possible without creating a custom visualization?

Instead of a quantity I would like 500B to appear on the corresponding bar without having to hover over the bar.  I can get it to show up with tooltips and hover but not on its own.
