You can use the Ashish_Mathur's method, and there is another method you can also try:
1.Transpose table in power query .
2.remove after "Parameters" columns
3.Transpose table
The same method apply second table.

all rows above "Parameters" would be a separate table. All rows below "Parameters" will be a separate table.
Will the rows above the Parameter row always be 8? Also, as requested earlier, share data in a form that can be pasted in an MS Excel file.

No, the number of rows above parameter will not always be 8. That number changes for every file. Here is the data:
Date 27-Aug ID Sale 1 10 2 15 3 25 4 23 Parameters 1 Location Austin 1 Type Vehicle 2 Location Indy 2 Type Boat 3 Location San Jose 3 Type Vehicle 4 Location NY 4 Type Bike Thank you!
