If the question is about conditional formatting, then stacked graphs don't have this functionality.There is an idea about this issue , you can vote for it here:

Advocate IIThank you, this helped me find the colours pane - why on earth would they want to hide this functionality in this manner? Just hard to understand why MS wants to make Power Bi harder and harder to use.
