if you want this specific text, you have to create all the measures that you need for the text and then combine them to a text-measure. This you can then display.
If you're more flexible, you can use the smart narrative feature:

Can you use the expected values to replace the red variables in the sentence? I can guess the expected output of some of the variables, but for the last sentence "The US imported{lbs}of butterfat. This was a{increase/decrease}of{YoY%Chg}over last year", I don't see data of butterfat. And the YOY is fixed to compare current year or a selected year with its last year?
