Small multiple with shared axis off misaligns bars and labels

When turning shared x-axis off, the scale pushes the bars upwards, but the labels do not move up to compensate. This leaves them out of alignment.
The bars and the data labels do not line up
Is there some setting I'm missing here? Or is this just a bug?
