I'm a newbie using PowerBI june 2024 desktop edition.
I got this message trying to format my slicer... it maybe works for the old pane but the new one.
I lost a lot of time searching in videos, pages & tutorials until I found that there is a new icon for that!
It should say someting like Click on Format Icon in Visualizations Pane
I hope this help others like me and motivate PowerBI team to fix it.

I understand your suggestion about the slicer, but I did select the slicer because that's the only way to show the tooltip. The issue is that the tooltip is displaying outdated information.
After watching more tutorials, I realized that I didn't have the format panel selected. I mean the icon in the top right toolbar. Once I selected the format panel, I could see the format panel after selecting any visual.

Since you want to go to the format option of the slicer you to click on the slicer and then your format pane will show.
As shown in schreenshot you have not click on slcier that y you did not able to see setting.
if you see above once you click the format setting will be shown. if this is not the case try to update power bi that should work.
