Slicer

Hi,
I am trying to compare actuals vs budget/Forecast by dept and then by cost head (Finance Dept then Staff salary costs, staff car allowance etc)

I'm using a matrix table but when I use a slicer to select which budget / forecast I want to compare the actuals to the cost heads that showw are those only within the  budget despite my actuals potentially have used differnt cost heads.

I have the cost head table linked to my actuals table and my budget table and what seems to happen is the filter flows through from the budget table to the cost head table to the actuals table, when in fact I only waat the slicer to work only on the budget column not the actual column 

Please help as I have wondered the net trying to find the answer to what might be a common issue but had no joy
