Complete Hierarchy Table B with all Regions / Markets / States / City's
When a User selects a Level from a Slicer such as a Region (Northeast) the report will then display all Markets from Table B for that selected Region and should Market be selected all States will be shown from Table B should State be selected all City's would be shown from Table B

Can you check hierarchical slicer in be 2020 release , if that is one can solve your purpose

The Hierarchy Slicer is a nice feature but the problem is getting a visual to update to the level below the selected value. Such as, should a Region of Northeast be selected than the visual would only show the Markets with the Northeast region and their attributed metrics. I am not seeing ghow the Hierarchy Slicer would operate for such a task?

After my investigation, I didn't find any other visuals suitable for your scenario except the hierarchical Filter as suggested by @amitchandak.
