I have Markets slicer like Apac, EMA , while selecting slicer --> I need Apac it show 2015 and 2016 year, if EMA then show all date.

According to your description, I suggest you create a flag measure:
Flag = SWITCH(SELECTEDVALUE('Table'[Market]),"Apac",IF(YEAR(MAX('Table'[Date])) in {2015,2016},1),"EMA",1)
And then apply it to visual-filter pane ,set as "is 1" , the final output is shown below:

@Anonymous , Do you have data for Apac for year <> 2017 ?
Check there is no other filter on page
or
Can you share sample data and sample output in table format? Or a sample pbix after removing sensitive data.
@Anonymous , seem like you want to change axis of the visual. You need bookmarks for that
