Slicer not effect toopl tip.

I have make one tool-tip and when I add this tool tip in table view. 

But this tool tip is also filter with Slicer add in this page. So I need find one way to avoid this. 

I have try this option: 

1. I add the All function in measuer so slicer will not effect value. But this is not work.

In Screen Shot 1 : When I filter with "Delinquency Bracket"  only one value is show in tool tip. But I don't want to filter this tooltip.

In Screen Shot 2: I want to show tool tip all time like this. No matter which slicer user select. 

So I try to add all in tool tipe measurer. But Still this is not working. 

# All Original Loan Amount = CALCULATE(SUM(MLlnput[Original Loan Amount]),ALL(MLlnput[Delinquency Bracket]))

In Screen Shot3 I I tray this Measure but not give result.

This measuer is only work when I select my Date in date hierarchy  it show reult of all.

All Original Loan Amount = CALCULATE(SUM(MLlnput[Original Loan Amount]),ALL(MLlnput))

@v-frfei-msft I try this but in this case it also not work Date. I want detail is fillter with Date.
