I've not seen this before and it's to do with the visuals of the slicer - nothing to do with filters etc.
As you can see from the screenshot below, I've got a simple slicer with showing the initial for first names of our clients. For some reason the list (in terms of the visual) cuts off in the middle of 'u' and then the other letters in the alphabet are shown when it should continue down to z. To be clear this isn't a data issue, it's just the weird way that there's a random cut off over how the slicer is shown. I've repeated the same data source in a brand new page just in case there was 'something' covering the bottom, but the same thing occurs.

If there isn't a quick answer, then I'm happy to leave it. This is a one off issue, I've not had anywhere else (e.g. I've put in another slicer for another field on the same page and it doesn't occur, but as soon as I create one with that particular field, the bottom gets chopped off) - I was just curious if there was a quick explanation (although if I understand better the second bullet point, that may well provide me with the answer :-))

I'm afraid I don't understand what you mean by: "changes on resize power bi desktop client or modify the screen resolutions"?
This means the operation that you resize on power bi desktop client or system desktop resolutions. (e.g. maximum/resize the power bi desktop, increase system window from 1920x1080 to higher resolutions)
Unfortunately it's not easy for me to share the PowerBI file. It's pretty complex with sensitive data in it and the slicer I'm using uses the names I don't want to share.
If you test with some dummy data and do the same operations, did this scenario appears again? If not, it may be related to your raw report file. You can try to copy your report dataset and designs to a new pbix file to confirm if show again.

What version and type(store, official) of power bi desktop are you test?
I test on the official power bi desktop with Version [2.88.802.0 64-bit (December 2020)] but I can't reproduce this sicario.
In addition, how you do any changes on resize power bi desktop client or modify the screen resolutions? They may also affect the report visualization render.
BTW, it will be helpful if you share the sample pbix for the test.
