Slicer exclude values (list)

Hello!  I am trying to create a slicer that excludes values when selected.  I am able to get it to work with selecting one (1) value.  When I select multiple values, it does not work.  Any insight is greatly appreciated.

IMAGE:
(1st table) no filter applied, "Dairy" items appear.
(2nd table/slicer) selected "Dairy", "Dairy" items removed.
(3rd table) shows how the data is stored, column with list, broken out into distinct values
