Power BI currently does not support conditional formatting to slicers.
You could apply conditional formatting in tables and matrixes if you want to get the visual affects you provided.
Here is the code of ‘Color’ .
We could use the same method to apply condition formatting in matrix.

It is possible but the approach depends on whether your peercentages are from a column or a measure. Either way, please post a workable sample data (not an image) which covers your use case - a cloud storage link to a sanitized copy of your pbix (confidential data removed) or an Excel file.
