Slicer Used to Create Measures Based on Specific Date Comparisons

Hello, I am looking to have a slicer that determines the month of comparison in calculated measures. For example below, when selecting "2019 March" on the slicer, I'd like logically, to be able to calculate all other months against it, as the data to the right would suggest (I used constants for the example). Through your screenshot, I am still a little confused about the result you want.

It will be better  if  you  can explain  more about the logic .
