Slicer Settings

All items should show up by default.  Ensure there there are no page/visual level filters.  Also, ensure that the data has data for quarters Q3 and Q4.

Yes, this happens because the dropdown slicer in Power BI has a visual limit for displaying items, but it does not limit the data. If it’s not showing beyond Qtr 2, it’s likely an issue with sorting or an applied filter, not the slicer size.

Here are some checks and solutions:

1. Check for active filters

• Open the Filters pane and see if there’s any filter restricting the quarters.
• Sometimes another visual or page filter is limiting the data.

2. Confirm column sorting

• If quarters are stored as text (Qtr 1, Qtr 2, etc.), Power BI may be sorting them alphabetically.
• Solution:
  • Create a numeric order column (e.g., 1 for Qtr 1, 2 for Qtr 2, etc.).
  • Use Modeling > Sort by column to ensure the correct order.

3. Adjust slicer type

• The dropdown doesn’t show a visible scroll by default, but you can:
  • Enable the scroll bar: Go to Format > Slicer settings > General > Scroll bar.
  • This allows you to navigate through items without switching to a vertical list.

4. Verify all values exist in the model

• If the data only includes up to Qtr 2, other quarters won’t appear.
• If you want to show all quarters even without data, create a calendar table with all periods and relate it to the model.

I couldn't find a scrollbar option either, but my drop down slicers have a scrollbar by default.

If you don't neccesarily need the checkbox and depending on your needs a matrix visual could be an alternative. 
Here is an example for some country data. 

1) Dropdownlist:

2 ) Matrix as a slicer: (more option to adapt the visual to your needs, a scrollbar, multi selection with Ctrl, but no checkbox)
