Here I have Region | Town and when I search Manchester which is a Town it shows.

please can you show exactly what you are searching for, which slicer version you are using and what you are expecting.
The slicer will search all levels, but in order to understand the problem screenshot what you have done and provide all the information in order for us to make an informative response.
