Slicer / Cross Table Filtering

I tried to make a visual to show what I'm aiming for above.
I have a matrix displaying projects with an upcoming Project Handoff.
I have the table working fine but I want to build a slicer to choose / search a specific project but I only want said slicer to be populated with project names that have an associated Handoff Activity and Activity Date so I'm not given the option to select a project with empty table values
