Based on my test, there is no option to increase the size of the bars and values in Bullet Chart 2.2.0 currently. Please check if other similar visuals could meet your requirements.
In addition, you can post your idea on Ideas (powerbi.com). It's a place for customers to provide feedback about Power BI. Or you can also try to contact pbicvsupport@microsoft.com.
