Show only top level Matrix Value

HI 

I am trying to show just the top level value for one value in my Matrix:

I have had a look around online looking for DAX caluclations and had a crack with the HASONEVALUE function which some what works as shown above, DAX bellow:

taget =

IF(HASONEVALUE(Project[Name]) , blank(), SUM('Project Targets'[Value]))

How do I tweek the DAX so it works for both top level contract columns which contain one or , contains one project or more projects?

I Have tried this at the contract level but this pulls in for every level of the hierachy.
