Show only Chart Column have data available

Dear BI Community Team,

I have a sales target table as the format below that I record it every month.

But when I am doing the chart, it's showing all months even some months have no data available as the screenshot below.

Then I have created a measure to filter it -- CountRow = COUNTROWS('Sales Target') and applied. It still doesn't work.

Any suggestion/advise to fix this issue?
