Show arrow by the change rate

Hi,

   I have measure named "PASS Rate", it will calculate the PASS rate of the inspection result, and I want to add the arrow in the table, if this month's pass rate is higher than the last month, the arrow will show up, otherwise show down, could you help me how to make it?

   It's nice of you to provide the solution to me, but it seems not to work normally, here is my table and the PASS Rate is a measure. 

Inspectior	PASS Rate
A	99%
B	95%
C	96%
