Depeding of what you need you can use emoticons.
For example if you want to show a 🛈 icon to show a page with that info, you can createa a measur with that emoticon (Information Icon = "🛈") and add it to a card. That card visual let you to configure a ToolTip

Hi Anonymous
Drag a field into the Tooltips bucket in the Fields well of the Visualizations pane.
Once tooltips are added to the field well, hovering over a data point on the visualization shows the values for those fields in the tooltip.

Hi Anonymous
Do you refer to this kind of "image"?
As searched and tested, it is not possible to do that.

Could you provide step by step instructions on how to do this?
I have overlayed a hyperlinked text box over an image, but I cannot figure out how to add a tooltip.

You can create table of images with image url, then put it into visual with tooltip option (Table,...)

Page ToolTips for Buttons & Images does not exist yet, hopefully this will become a standard feature in the future but for now this is a good work around, have a look at the following YouTube post.
