Show Street View and combine county boundaries in the US

I have my Arcgis map set on street view but I want to make a light outline of each county in the US without covering my street view.  Which reference layer do I add to make this happen?

You may need to edit the file to remove the blue fill and change the border color to whatever color you'd like.
