Sharing with no licence users

I`m new with PBI , i want to share a dasbboard with users :

- In my orgnization with no licence having the possibility to interact with the dashboard.

- External to my orgnization with  a read only capabilty.

What is the best option to achieve this ?

1. the differences between free users and Pro users are as follows:
For normal, if you want to share a private report or dashboard to others, you and others both need the Pro license.
If you have purchased Premium and add your content to Premium, then when you share the content, the receiver could be free user.

 and only pro user could edit it.

2.such as vanessafvg said， publish to web and could share external user read.

in order to share you need a pro license or premium capability.  The only way to share for free is to make the dashboard public, but then anyone can see it.
