i am new to Power BI & have created a report using my pro licence but would like to share this to free licence holders on a embedded web page?

With sharing, whether you share content inside or outside your organization, you need a Power BI Pro license. Your recipients also need Power BI Pro licenses, unless the content is in a Premium capacity.

To view the embedded report, users need either a Power BI Pro license or the content needs to be in a workspace that's in a Power BI Premium capacity (EM or P SKU).
how can i show the free users the report as this report was built with the free users in mind.
Then the only solution is to publish it to web.
But take note that doing the publish to web will make your report and the data public.
It will be accessible to anyone.
Best solution is to have a Pro License.
is there any other way that i can secure it as would be put onto a company intranet.

You also could export reports to PDF. But I don't think it is a good idea. It is static. The users can't get the latest informations. If this can't help you, unfortunately, there is not other workarounds.
For free viewers, as @az38 suggests, they need a pro license or you need to put your content into Premium capacity( there is a diamond icon next to the workspace name).
If we don't want to buy licenses for them, we only can publish to web as @mussaenda said. To manage Publish to web embed codes, open the Settings gear and select Manage embed codes.

You could embed it into your own websites using HTML.
How can i do this as looking only to release to this website as this report will have sensitive data @v-xuding-msft

Sorry for late back.
For the way of publishing to web, we can't restrict data for different users. No matter how we share the published report (share link or embed to website), everyone can view it😣.
For your situation, you need to remove the sensitive data to publish to web or give user a license to share report directly.
I think I'll wait to see if my bosses give out licences
