This is because your data source is stored locally on your PC, When browsing for an excel file to get data from, it'll open up windows explorer which technically is your locally stored versions rather than the cloud, hence why you are getting a path of "C:\Users\{yourusername}" in your error message. And when your coworker is trying to refresh, it's trying to read your C drive folder for the file which of course due to security it cannot do.
You'll need to connect to Excel files in OneDrive in this method for it to work.

Alternatively if you store the file on a Teams/SharePoint channel. You'll need to connect via "Sharepoint Online Folder" to get to the Excel file so your co-worker can access it.
