Welcome to the wonderful and annoying world of dealing with timezones in Power BI.
If 14 returns what you want, I would use that.
I have the same problem when loading excel file in sharepoint doc library. Using v15 doesn't show me all the sheets, but v14 shows all sheets. Meanwhile, v14 seems to show much more files from sharepoint doc library than what I can see. 😞
