SharePoint Hosting Images for Dashboard
SharePoint no longer allows open unfettered access like a blogging platform. MS removed that about 2-3 years ago. You may google around to find a workaround for Power BI for this, but I think the login requirement will always be there.
I use Azure Storage Blob for this, which is dirt cheap (pennies a month for most needs) and will provide a true web accessible URL for anyone to see if you desire. You can lock it down of course, but for Power BI you need to open it up.
Thanks for the reply. I guess what I am trying to solve for, is how several users within our company have been able to view images on the dashboard in the past few weeks. Permission levels within SharePoint, or the subsites do not seem to have an affect on who can see the photos. Given this behavior, I feel like there has to be a solution out there??
Thanks

You may want to ask this permission question on a SharePoint forum. Power BI is simply honoring the security SharePoint has. There is no "ignore SharePoint security" setting in Power BI. A SharePoint admin or user may be able to assist.
