Share reports and dataset without sharing particular data

I am a Power BI Pro user and want to share reports within my organization.

I want to allow users to download the original data except for a part.

For example, I have a dataset of labor costs, which has salary data of each person including officers.

I made a report of labor costs by department from the data.

I want to allow users to download reports and almost all the original data, 

however, I don't want users to know salary of the each officer.

I think when I use RLS, they also cannot see the total salary including officers' salary.

Is there any way to realize what I want to do all? Should I separate the dataset?
