Shape coming forward when clicked on it
Sending a shape to back is bring it forward again when we click on it in power bi. how to fix it?

You need to set the maintain layer order in the properties of the shapes and the visuals.
Also be aware that in the PBI Desktop since you are on editing mode this will always happen, when you publish to the web since user will only have view permissions that will not occur.
I have used this option and in reader view, this doesn't happen anymore.
