Shape Map to show individual State by Counties

I am trying to create a shape map for the state of SC, but Power BI only creates a shape map of the US with SC filled in. I know this is possible in Excel without any issues, so it does not make sense for this to be impossible in Power BI. Basically the data set is set up as state, county, numerical value for population. Any help would be greatly appreciated.
