Shape Map not taking filtered location values

Hi I need a help with Shape Map. So in my dashboard if I select Region and County it filters some Electrol Division(ED) values which are then fed to Location field in Shape Map. However ED are present in multiple Region and County which is plotting in Shape Map irrespective of selected Region and County in drop down. Attaching snapshot of Shape Map Key, Dashboard and data. Here I am selecting Region = Dublin and County = South Dublin which includes one of the ED - Rathcoole. But Rathcoole is also present in other Region and County due to which the shape map is showing Rathcoole at different Location.
