Send email when the report refreshes

Hello,

I have a power bi report that is linked to an online subscription form. People use the form to subscribe and the Power BI dashboard displays the data. I have scheduled the dashbaord to refresh automatically every hour. I want to send an email only to new subscribers.  Can we do that each time the report is refreshed by using Power BI + Automate tools? Other options? thank you
