Hi,
Is it possible to send a report as a PDF via email to users by scheduled(like data refresh) manner?

It is possible to send a report via email to users, but PDF format is not possible.
Users can set up an email subscription for dashboard or report following the guide in this article, Power BI will email a snapshot of the dashboard/report to users' inbox based on the schedule that users set.

I tried the email subscription. It is not working.

Are you a pro trial user? If so, currently, pro trial user can't get any emails, this is a known issue and team has worked on a fix, ETA of this issue is September 6th.However, if you have pro license, and you don't get email, please check that if you hit any limitations described in this article. Also check that if your company email filter blocks the emails from [email protected]. There is a similar thread for your reference.
