Send Mail to multiple users using power automate (No premium or license)

I am currently working on a solution where i can send a report (filtering based on users) and send them to the users on a weekly/monthly basis. I have power automate license where i can create unlimited flow and i have power bi cloud but Pro license, our organization doesn't want to get any extra licensed.

I have checked powerbi robots but i would like to get the solution with our existing architecture.

This entire process needs to be automated with RLS.
