Does anyone know if we can construct this type of graph and what is it called please?

We don't have this kind of graph.
You can check the options to create this manually with Deneb m link to their tutorials as an example of a half pie chart :

and also check the option of custome charts like :

None of those are exactly as yours but Deneb / Charticulator if you learn to use them can allow to create visuals according to your needs.
