Hi  Anonymous ,

Here are the steps you can follow：

1. Create calculated column.

Column =
IF(
    COUNTX(FILTER(ALL('Table'),[column1]=EARLIER([column1])),[column1])>1,
    IF(
    LEFT([column2],4)="WELL",1,0),
    0)

2. Create calculated table.

Table 2 =
SUMMARIZE('Table','Table'[column1],
"column2",CALCULATE(MAX('Table'[column2]),FILTER('Table','Table'[Column]=0)))

3. Result:
