    Dellis81 make the following change in the calculation group

        AVERAGEX (

                VALUES ( 'Calendar'[Fin Year] ),
                'Calendar'[Fin Year] < YEAR ( TODAY () )
            ),
            CALCULATE ( SELECTEDMEASURE () )
        )
    VAR AnnualValue =
        CALCULATE ( SELECTEDMEASURE () )
    VAR ReportValue =
        IF ( HASONEVALUE ( 'CALENDAR'[Fin Year] ), AnnualValue, ExclCurrentYrAvg )
    RETURN
        ReportValue
)
