Seek help with Dynamic comparison

@dynamic comparison is raising challenges
I have a table with multiple data dumps. Registers vary state from one data dump to another.
Customer whants to be able to compare how the state of registers has changed from one data dump to another.
He needs a card showing how many registers have changed the state when comparing the two data dumps selected from the two slicers and a table showing details about who is responsible for the registers that changed state - I have listed how the tab should look like
I would very much appreciate your help. I am tired of how many sollutions I have tried and none seems to work.

OanaBharat ,Can you share sample data and sample output in table format? Or a sample pbix after removing sensitive data.
