See Public dashboard without authentication

Hi Syndicate_Admin ,
Parry2k is correct, you need to assign yourself at least the PowerBI Administrator role to manage the admin portal.
Please try like following steps:
- In the Microsoft 365 admin center, select Users > Active Users.
- Select the user that you want to assign the role to.
- Under Roles, select Manage roles.
- Expand Show all by category, then select Power BI admin or Power Platform admin.
- Select Save changes.

I tried to follow the steps, but noticed that I don't have the Users option, as you can see in the screenshot. And the account is the administrator's.
