Scroll Bar on Clustered Bar Chart

Is it possible to move the scroll bar on a clustered bar chart from the right side to the left side? I am trying to overlap a bar visual on top of a shape map but the scroll bar slices through part of the map, putting it on the left side of the bar chart would keep it out of the way.

Moving the scroll bar to the left is unavailable yet.

As a workaround, you may swtich axis position.
