I'm new to Power BI, but I am interested in creating a map with school bus stop information for parents. I have lat/long for the stops. My thought is to have parents select the appropriate school, then select AM or PM, and then either click/hover over the bus stop location to see the time and bus number. Can someone provide me some guidance or direct me to online resources that can help me create this tool?

There is a ton of amazing tutorial content on YouTube. Just start googling. As you're so new to Power BI, I highly recommend starting with some 101-type videos. Learn the foundational techniques of data modeling, power query, DAX, etc. It will save you much frustration down the road if you learn these concepts first.
As for your objective -- It's actually quite very simple. Two slicer visuals and a map visual.
