I am trying to replicate similar to the sample Excel scatter plot I have attached images of. I have looked at "Charticulator" but am not sure if it is best fit for a corporate environment. Is there any standard way to achieve what I have highlighted in the Excel?
Explanation of what I am wanting to achieve. I am wanting the date along the X access and then the values in the "dots" need to relate to column C and with that the value in B and in the tooltip needs to show the corresponding column C. I realise I have not done that fully as I am a novice on graphs / charts all round hence my struggles.
Can someone assist? Is there a standard Power BI control or must something like Charticulator be used and then if used long term what are the potential pricing impacts?

I finally got this to work after watching some further youtube videos. The solution that worked for me was to rather use a line graph, which in itself posed some challenges, but ultimately I now have it working.

I would have said "Use the standard Scatter Plot visual".
However there seems to be a bug with the date sorting for some reason, as well as the "show items with no data".
My go-to visual in such a case is Deneb - it is free and has full support of gg languages like Vega and Vega-Lite
Sadly seems the native scatter plot is not the easiest in doing what in most places is very simple.
Do you possibly have a sample I can look at for Deneb? I Do not know Vega or Vega-Lite.
