Scatter plot data labels with x,y values
Sure, Deneb is an option. Note that Deneb won't be able to tell measures from columns so you will have to provide all the necessary data points into the dataframe.
You may want to consider different visualizations. For example a ribbon chart
or a scatter plot/tornado chart a la Hans Rosling that shows both the current sales and the YoY trend per store - over time
Now for the bad news - the data labels can only ever be columns, not measures.
Unfortunately, I am only interested in the scatter.
Do you have any experience with Deneb / do you know if something simple like this is possible with that custom visual?

This is great, thank you. Any idea if Deneb has a feature that allows the labels to be intelligently placed as to not overlap? Or a way to match the label text color to the legend color?
I am very new to Deneb. Will this act like any other visual, meaning when the report is refreshed, the data will load properly? Or will the code have to be adjusted every time new data is introduced? What are the limitations here in terms of robustness to future changes?
Thanks.

Or a way to match the label text color to the legend color?yes, that's easy. Use the same color attribute

What are the limitations here in terms of robustness to future changes?it's open source - so you can choose to fork it if you are concerned. I have had a great experience so far. New Power BI centric features (formatting, interactivity) are being added all the time without impacting backward compatibility.
