Same user on 3 row level security

Hi everyone,

I create on Power BI desktop several row level security. For exemple:
rule 1 - to see the sales
rele 2 - to see the expenses
rule 3 - to see the sales and expenses

On rule 3, there is only a person to see the sales and expenses.
For rule 1 and rule 2 we have many people, however the person that I put on rule 3 also allows to rule 1 and rule 2.

When that person access the report, it can´t see any data. 
I don´t have a table with users. 
They are to put manually on workspace.

How can I put the same person in 3 rows level security?

According to my understanding, if you add the person to the dataset roles for rule1 and rule2, he will see the sales and expenses date.

Do you add  the person to the dataset roles?
