SUMX Not Returning Anything

I can't figure out why SUMX won't return ANY value. I feel like I must be overlooking something very simple. Any hints??

The issue was a filter that was causing side effects. Poor report design.

No it is not a measure. It's a column in the table, hence the SUMX.
