isly it is not very clear what is working and what is going on, can you layout the setup, seems like power bi service is using a gateway to refresh the dataset and it fails to refresh and in that case, you have a reporting service (on-prem) and you restart the reporting service and then cloud power bi service works? Is this a correct understanding?
